Xu Huixiang

 District Mayor and Secretary of the Party Group

Resume:

Xu Huixiang, male,Han ethnicity, was born in August 1974. Xu is a postgraduate graduated from the Party School of the Central Committee of C.P.C. He is currently Deputy Secretary of the CPC Jiangbei District Committee, District Mayor of the Jiangbei District, and Secretary of the Party Group of the Jiangbei District People’s Government.

Xu Huixiang presides over the overall work of the Jiangbei District People’s Government, and is responsible for finance, auditing and related work.

Xu oversees the Jiangbei District Finance Bureau and the Jiangbei District Auditing Bureau.

He coordinates with the Jiangbei District Taxation Bureau and the Second Inspection Bureau of Ningbo Municipal Taxation Bureau.

Gu Guoxing

Executive Deputy District Mayor and Deputy Secretary of the Party Group

Gu Guoxing, male, Han ethnicity, was born in October 1977. Gu is a Bachelor of Engineering, Bachelor of Economics, and a member of the Communist Party of China. He is currently a member of the Standing Committee of the CPC Jiangbei District Committee, Executive Deputy District Mayor of the Jiangbei District, and Deputy Secretary of the Party Group of the Jiangbei District People’s Government.

Gu Guoxing is responsible for the routine work of the Jiangbei District People’s Government. Gu oversees development and reform, major project construction, the service industry, civil-military integration, national defense mobilization, state-owned assets supervision, emergency management, work safety, flood/drought/typhoon prevention, statistics, business environment, public resource trading management, investment promotion, finance, natural resources and planning, work relating to foreign affairs, government affairs transparency, press releases and so on, and assists in finance and auditing work.

He directly supervises the Jiangbei District People’s Government Office (District Foreign Affairs Office and Local Financial Regulatory Bureau), the Jiangbei District Development and Reform Bureau (District Grain and Commodities Bureau, District National Defense Mobilization Office, District Civil Air Defense Office, and District Data Bureau), the Jiangbei District Major Project Management Service Center (District Government Investment Project Evaluation Center), the Jiangbei District Emergency Management Bureau, the Jiangbei District Statistics Bureau, the Jiangbei District Business Environment Construction Office (District Public Resource Trading Management Office), the Jiangbei District Administrative Service Center (District Enterprise Comprehensive Service Center), the Jiangbei District Investment Promotion Center, the Jiangbei District Financial Development Service Center, the Jiangbei District Public Construction Center, the Ningbo Sci-Tech & Cultural Innovation Harbor Development and Construction Center, the Jiangbei District State-owned Assets Supervision and Administration Center, the Jiangbei District State Investment Corp., the Jiangbei District Development Investment Corp., the Jiangbei District Urban Construction Investment Corp., and the Beikun Company.

He coordinates with the Jiangbei District People's Congress, the CPPCC Jiangbei District Committee, the Jiangbei District Supervision Commission, the Jiangbei District Archives Center (District Chronicles Compilation Office), the Jiangbei District Taiwan Affairs Office, the Jiangbei District Overseas Chinese Affairs Office, the Jiangbei District Social Governance Center (District Social Conflict Mediation Center), the Political and Legal Affairs Committee of the CPC Jiangbei District Committee, the Organization Establishment Office of the CPC Jiangbei District Committee, the Jiangbei District Public Complaints and Proposals Administration, the Jiangbei District Court, the Jiangbei District Procuratorate, the Jiangbei District Federation of Industry and Commerce, the Jiangbei District Overseas Chinese Federation, the Jiangbei Branch of Ningbo Natural Resources and Planning Bureau, the Jiangbei District Fire and Rescue Brigade, the Two-river Investment & Development Company, and financial institutions, etc..

Han Ligang

Deputy District Mayor and a member of the Party Group

Han Ligang, male, Han ethnicity, was born in October 1979. Han is an on-the-job master of engineering and a member of the Communist Party of China. He is currently a member of the Standing Committee of the CPC Jiangbei District Committee, Deputy District Mayor of the Jiangbei District, and a member of the Party Group of the Jiangbei District People’s Government.

Han Ligang is responsible for work related to human resources and social security, market regulatory, intellectual property, comprehensive law enforcement, tourism, ecological environment and so on.

Han oversees the Jiangbei District Human Resources and Social Security Bureau, the Jiangbei District Market Regulatory Administration (District Intellectual Property Bureau), the Jiangbei District Comprehensive Administrative Law Enforcement Bureau (District Comprehensive Administrative Law Enforcement Guidance Office), the Zhejiang Qianyang Economic Development Zone Administrative Committee, the Ningbo E-commerce Economy Innovation Park Comprehensive Service Center, the Ningbo E-commerce City Management Center, and the Ningbo E-commerce City Investment and Development Co., Ltd..

He coordinates with the Jiangbei District Bureau of Culture, Radio, Television and Tourism (District Cultural Relics Bureau), the Jiangbei Ecological Environment Sub-bureau, and the Jiangbei District Federation of Literary and Art Circles.

Xu Jie

Deputy District Chief

Resume:

Xu Jie, male, Han ethnicity, was born in May 1982, and holds a postgraduate degree and a Doctor of Science degree. He is a member of the Communist Party of China, and currently serves as a member of the Standing Committee of the CPC Jiangbei District Committee in Ningbo, and Deputy District Chief of the Jiangbei District.

Xu Jie is responsible for data-related work and assists in investment promotion work.

He oversees the Jiangbei District Data Service Center and assists in the management of the Jiangbei District Investment Promotion Center.

Zou Gang

Deputy District Mayor and a member of the Party Group

Zou Gang, male, Han ethnicity, was born in May 1974. Zou is an on-the-job Master of Public Administration and a member of the Communist Party of China. He is currently Deputy District Mayor of the Jiangbei District People’s Government and a member of the Party Group of the Jiangbei District People’s Government.

Zou Gang is responsible for work related to education, sports, agriculture, rural affairs, water conservancy, health care, medical care and so on.

Zou oversees the Jiangbei District Education Bureau (District Sports Bureau), the Jiangbei District Agriculture and Rural Affairs Bureau (District Water Resources Bureau, District Fisheries Bureau, and District Rural Revitalization Bureau), the Jiangbei District Health Care Bureau (District Center for Disease Control and Prevention), and the Jiangbei District Medical Insurance Bureau.

He coordinates with the Jiangbei District Bureau of Ethnic and Religious Affairs, the Jiangbei Red Cross Society, the Jiangbei District Weather Service, and colleges and universities in Jiangbei.

Yu Yongfeng

Deputy District Mayor and a member of the Party Group

Yu Yongfeng, male, Han ethnicity, was born in October 1976. He graduated from the Party School of the Central Committee of C.P.C. and is a member of the Communist Party of China. He is currently Deputy District Mayor of the Jiangbei District People’s Government and a member of the Party Group of the Jiangbei District People’s Government.

Yu Yongfeng is responsible for work related to housing and urban-rural construction, traffic and transportation, land acquisition and demolition, urban renewal, and railway (rail transit) development and so on. He assists to manage issues related to natural resources and planning.

He oversees the Jiangbei District Housing & Urban Construction Bureau (District Transportation Bureau), the Jiangbei District Land Acquisition Administration Service Center (District Land Acquisition and Dismantling Service Center, and District Urban Renewal Center), and the Jiangbei District Railway Development Center (District Rail Transit Construction and Management Service Center, and Ningbo Zhuangqiao Railway Station Administration Service Center).

He coordinates with the Ningbo Three-River Junction Marine Department and assists to keep in contact with the Jiangbei Natural Resources & Planning Sub-bureau.

Pian Tianye

Deputy District Mayor and a member of the Party Group

Pian Tianye, male, Han ethnicity, was born in November 1974. Pian is a university graduate and a member of the Communist Party of China. He is currently Deputy District Mayor and a member of the Party Group of the Jiangbei District People’s Government, Director and Secretary of the Party Committee of the Jiangbei Sub-bureau, Ningbo Municipal Public Security Bureau.

Pian Tianye is responsible for work related to public security.

He oversees the Jiangbei Branch of the Ningbo Public Security Bureau, and coordinates with the Jiangbei Traffic Police Brigade.

Xie Jun

Xie Jun, male, Han ethnicity, was born in August 1973. Xie He is a postgraduate of the Party School of the Central Committee of C.P.C., Bachelor of Economics, and a member of the Communist Party of China. He is currently Deputy District Mayor of the Jiangbei District People’s Government and a member of the Party Group of the Jiangbei District People’s Government.

Xie Jun is responsible for work related to industrial economy, information technology, digital economy, science and technology, commerce, opening-up to the outside world, industrial park construction, and port management and so on.

Xie oversees the Jiangbei District Economic and Information Technology Bureau (District Digital Economy Administration), the Jiangbei District Science and Technology Bureau, the Jiangbei District Bureau of Commerce (District Council for the Promotion of International Trade), and the Jiangbei District Emerging Industry Service Center.

He coordinates with the Administrative Committee of Ningbo Jiangbei Hi-tech Industrial Park, the Jiangbei Association for Science and Technology, the Ningbo Yongjiang Customs, the Jiangbei District Power Supply Company, the Jiangbei District Water Supply Company and communications service providers in Jiangbei.

Liu Yan

 Deputy District Mayor and a member of the Party Group

Liu Yan, female, was born in February 1978. She is a Master of Public Administration and a member of the Communist Party of China. She is currently Deputy District Mayor and a member of the Party Group of the Jiangbei District People’s Government.

Liu Yan is responsible for work related to civil affairs, supporting the army and giving preferential treatment to families of army men and martyrs, ex-servicemen, institutional affairs, pairing assistance and regional cooperation, People’s Armed Forces, and the cause for the disabled and so on.

Liu oversees the Jiangbei District Civil Affairs Bureau, the Jiangbei District Ex-servicemen Administration Bureau, and the Jiangbei District Institutional Affairs Bureau.

She coordinates with the Jiangbei District People’s Armed Forces Department, the Jiangbei District Federation of Trade Unions, the Jiangbei District Committee of China Youth League, the Jiangbei District Women’s Federation, the Jiangbei District Federation of Disabled Persons, and the Jiangbei District Charity Federation.

Chen Hongxiong

A member of the Party Group

Chen Hongxiong, male, Han ethnicity, was born in February 1968. Chen has an on-the-job postgraduate degree and is a member of the Communist Party of China. He is currently a member of the Party Group of the Jiangbei District People’s Government and Research Consultant Level I of the General Office of the Jiangbei District People’s Government.

Chen Hongxiong is responsible for work related to judicial, administrative reconsideration, supervision and development researches and so on.

Chen oversees the Jiangbei District Judicial Bureau (District Administrative Reconsideration Bureau) and the Development and Research Center of the Jiangbei District People’s Government.
