Eight Major Zones - Prime Investment Destination (2025)

The Jiangbei District focuses on the overarching goal of "building a modern, intelligent and harmonious coastal metropolis, and creating a model district for Chinese modernization". With the main themes of improving people's livelihoods and accelerating urban renewal, it proposes to prioritize the development of eight major zones.
Ningbo Old Bund
The Ningbo Old Bund aims to create a "modern urban landscape area and a national-level model pedestrian street". Covering 1.2 square kilometers, it is the starting point of Ningbo's Maritime Silk Road and the epitome of the Shanghai-style culture. The core area for the national pedestrian street spans 0.22 square kilometers, with 13,000 square meters of commercial space still available for development. Located within Ningbo's Sanjiangkou CBD, the zone offers Grade-5A office space of 52,000 square meters.
Ningbo Sci-Tech & Cultural Innovation Harbor
The Ningbo Sci-Tech & Cultural Innovation Harbor strives to become a model of "Four News". Designed by renowned urban planner Academician Wu Zhiqiang, it is a key hub of the provincial-level Yongjiang Science and Innovation Zone, with planned industries including finance, insurance, cultural creativity, and scientific technology and so on. Zheng Shanjie, currently Director of the National Development and Reform Commission and Former Secretary of the CPC Ningbo Municipal Committee, used to visit the zone five times in two years’ times, expressing high expectations for it to become "a new urban landmark, a new platform for innovation and R&D, a new engine for the development of urban economy, and a new community for residents".
The zone covers 8 square kilometers as planned, with the 1-square-kilometer core area being fully under development. A world-class golden waterfront has been completed and opened, while 150,000 square meters of commercial-office buildings in Clusters 2 and 3 are ready for investment. The 265-mu commercial-residential plots in Clusters 1 and 4 have been cleared and are awaiting development.
Yonghong Industry-City Integration Complex
The Yonghong Industry-City Integration Complex aims to create a "dream neighborhood and intelligent Yonghong". It is the last riverside and bayside development area in Jiangbei's central urban area.
The Yonghong plot enjoys a prime location along the Three Rivers and Six Banks, serving as a key area to showcase the new Sanjiangkou urban image. It will become an important window for the future city model zone embracing the rivers. Bordered by the Yaojiang River to the northeast, the Lane 134 of Wenjiao Road and the Huancheng North Road to the south, and the Yucai Road to the west, the zone covers approximately 34.6 hectares.
Urban Expansion Zone
The Urban Expansion Zone aims to become a "model area for urban organic renewal". Covering 9 square kilometers, it focuses on modern urban functions such as business offices, entertainment, and high-end residential living, etc. The zone includes the Zhuangqiao High-Speed Rail Station, Ningbo's first stop on the Hangzhou Bay Cross-Sea Railway, with a future travel time of just 50 minutes to Hongqiao in Shanghai. Centered around the Zhuangqiao Station, the zone is proactively planned into three sub-areas, namely the station-front economic zone, the Tianxin Future Community, and the Yuanzhou surrounding urban renewal zone, accelerating its transformation from a transportation hub into an integrated hub for transportation, offices, commerce, and living.
Yaojiang New Area
The Yaojiang New Area focuses on creating a "Future City Embracing the Rivers". Planned with global vision, Chinese standards, and Ningbo characteristics, its north bank development is advancing with high starting points, standards, and requirements to become Ningbo's "urban living room", "innovation and intelligence highland" and "bridgehead for riverside development". The 12.8-square-kilometer zone currently has about 1,200 mu of land ready for sale, with 43,000 square meters of office buildings to be delivered soon. Key ongoing projects include the Financial Green Valley Sci-Tech Innovation Park and Phase I of the Digital Economy Sci-Tech Innovation Park and so on.
Emerging Industrial Park
The Emerging Industrial Park aims to become a "demonstration zone for future industrial communities in the Yangtze River Delta region, a new highland for Ningbo's urban smart manufacturing, and a new engine for Jiangbei's emerging industries". As the only large-scale industrial cluster inside Ningbo's Ring Expressway, the 5-square-kilometer zone will soon operationalize 500,000 square meters of industrial buildings, with 519 mu of industrial land available for sale in the coming three years. It focuses on attracting emerging industries such as next-generation IT, high-end equipment manufacturing, and advanced medical devices and so on.
Baosun Ecological Leisure Zone
The Baosun Ecological Leisure Zone strives to become "Ningbo's urban backyard garden". Located within the Cuiping Mountain Central Park, it is the closest leisure and health care resort to the city center. The 9.3-square-kilometer zone plans to establish "one town and three bases", creating a "high-quality urban backyard garden" integrating "health care vacations, entertainment consumption, hands-on inquiry-based learning and experiences, rural leisure, and quality living".
Cicheng Ancient Town
The 2.17-square-kilometer ancient town features completed commercial areas like the Minquan Road, the Juma River, and the Yingchun Street, offering 45,000 square meters for investment. The former Cicheng Cement Plant, Acetylene Cylinder Factory, and Radar Brigade Barracks are poised for re-development, with over 120,000 square meters of commercial space available for revitalization, suitable for high-end resorts, cultural creativity, and other leisure-tourism projects.
