In the morning of June 18, Zhang Guofeng, Secretary of the CPC Jiangbei District Committee, conducted a special research visit to the Wenjiao Subdistrict. District leaders, including Pan Weifeng and Liu Yan, participated in the event.

During the meeting, Zhang Guofeng listened to reports made by the Wenjiao Subdistrict on recent key working progress and future plans, engaging in in-depth discussions with attendees. He fully affirmed the subdistrict’s achievements and its united and motivated leadership team, urging them to set higher goals, elevate working standards, and drive all initiatives to new heights with boldness and innovation, thereby contributing more to building a "Happy and Refined Urban District of Jiangbei".

Regarding the development of the Yonghong Block, Zhang Guofeng emphasized that the Wenjiao Subdistrict should align with its overarching vision as a "Model Riverside Future City, Hub for Urban Economic Innovation, and Vibrant International Cultural Hub" to further transform and revitalize the Yonghong Block.

Efforts must be intensified to secure key projects, accelerate progress with urgency, and ensure meticulous planning from transportation to public service facilities for smooth implementation. Targeted investment attraction is needed to bring in high-quality projects and inject sustained momentum into regional development. Relevant departments should proactively offer guidance to and provide support for advance key plots and solidify the block’s overall value.

Leveraging opportunities like rail transit construction, the subdistrict should actively coordinate with departments to upgrade public amenities, enhance functional quality, and improve the area’s image. Focus should be placed on integrated planning for the Ningbo Grand Theatre and the Yaojiang Music Park, fostering synergy in formats and complementary functions.

Zhang Guofeng stressed that commercial buildings are the lifeline of Wenjiao’s economic growth. A step-by-step approach is needed to revitalize existing assets, improve quality, and attract investments and industries. Tailored strategies should develop distinctive buildings, cultivate high-end service clusters, and boost regional competitiveness. Idle resources must be activated through follow-ups and feasible plans, such as "secondary investment drives" and "turnaround strategy" to attract premium enterprises. Innovative methods should boost occupancy rates and unlock the potential of building economies, turning each building into a "treasure trove".

On grassroots governance, Zhang Guofeng urged exploring sustainable models centered on public needs, innovating services, and leveraging resources to diversify offerings, building on initiatives like "Wenxiao Community" and "Gas Steward", etc. Self-sustaining service models should be developed to create replicable governance experiences. Customized approaches based on community traits can foster unique cultures and brands, enhancing efficiency and satisfaction.

Zhang Guofeng also highlighted strengthening the Yonghong Command’s coordination, improving inter-departmental collaboration, and proactive problem-solving with feasibility studies. Efforts should be exerted on implementing the eight-point decision on improving Party and government conduct, combating misconduct and corruption, reducing bureaucracy, and promoting the "Six-Do" spirit to motivate teams, foster a dynamic environment, and achieve high-quality, iconic outcomes.
