Offices of all sub-districts in Jiangbei, the People’s Government of Cicheng Town, all departments and direct subordinate units of the People’s Government of Jiangbei District,

 The following implementation opinions have been put forth upon consent of the People’s Government of Jiangbei District with the purpose of implementing the decision-making plan of the CPC Central Committee and the State Council on continuously and deeply promoting the reform of the commercial system, deepening the reform of “One Application for All” required by the Zhejiang Provincial Party Committee and the Zhejiang Provincial People’s Government, further saving time for local enterprises to start up, and developing an international business environment of great convenience and ruled by law.

I. Guiding Ideology

To  fully implement the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th Central Committee, adhere to Xi Jinping’s guiding ideology of socialism with Chinese characteristics in the new era, firmly establish and implement the new development concept, carry out the reform of commercial system, continuously deepen the reform of “release, administration and services” and “One Application and for All”, and focus on solving enterprises’ and the society’s problems of low efficiency, sophisticated procedures and long time of waiting, unify the working standards and requirements for enterprise start-up, accelerate the promotion of shortening the time for an enterprise to start up, and create a more convenient environment for enterprises to start up.

II. Goals

To further simplify the required procedure from the establishment of an enterprise to general operation and to deepen the integration of governmental services and “Internet +” for reducing the start-up time of enterprises to 3.5 working days, out of which 2 days are for enterprise registration and half a day for official seals to be made and put on record. And only 1 day is needed for tax-related matters before the first application of invoices.

III. Content

1. To follow the new procedure of “application at one counter, enjoying integrated services”. Market regulation, public security, taxation, human resources and social security related matters are all available in administrative service centers, and services such as seals engraving are to be rationally allocated. Under the new mode of “application at one counter, enjoying integrated services”, applicants no longer need to submit materials to different departments one by one; instead they only need to submit application forms to the market regulation counter, following the procedure of “one application, multi-department assessment, information sharing and administrative approval in a promised period of time”. All related administrative departments are able to share information on the information-sharing platform. Internet means are also to be explored to establish an online service platform for enterprises to apply online.

2. To simplify application procedure for registration, making it convenient for enterprises. Self-chosen names of enterprises are allowed to be applied when enterprises apply for registration, except for any pre-examination matters or that fact that the approval of the enterprise’s name is to be granted by a governmental department, different from another department that is set to assess application of enterprise registration. Less forms and documents would be provided to enterprises for registration. Any information that can be checked or retrieved for printing from the database is no longer required to be submitted repeatedly by applicants. A unified application form with all the information needed by different administrative departments included would be provided to applicants. Measures, including the office address declaration commitment system, business scope registration (replacing the original specific content of the scope of business with expressions of disclosure clause and allowing enterprises to operate all business projects except those required to be licensed and prohibited by laws, regulations and decisions of the State Council), charter and partnership agreement audit facilitation and “One Assessment; One Applicant” are taken. To further promote the application of fully-electronic registration platform. Fully-electronic registration terminals are to be set up for improving efficiency. To fully promote the mode of “cooperation between governmental departments and banks”, further put forth more commercial bank agents where applicants are able to apply for registration instead of going to a specific administration center, which would greatly save time for enterprises.

3. To strictly make sure of “multiple certificates integrated into one” and improve the efficiency of making seals. Coordination and data sharing between the public security department and the market regulation department are to be strengthened. Once the application for a business license is approved, the application to make seals is tacitly approved. Applicants are allowed to choose any seal-making unit they like on the list of seal-making units provided by the public security department. Department interactions and supervision are innovated so as to strengthen supervision on making and using seals.

4. To improve services for application of invoices so as to reduce time for enterprises. Tax service departments are required to further implement the Guidance and Suggestions for the Acceleration of the Reform of “Multiple Certificates Integrated into One” Issued by the General Office of State Council (State Council Office [2017] No. 41). Enterprises that have received business licenses with unified social credit codes shall be registered and managed with unified social credit codes, and no more tax registration shall be carried out separately. Apart from matters requiring pre-verification, the time for new enterprises to apply for invoices for the first time is reduced to one day. To strengthen information sharing so that tax service departments are able to retrieve needed information from departments, such as the market regulation department, and no more application forms are required to be re-filled by enterprises for certification of kinds of taxes to be paid. Meanwhile, matters related to invoices (less than 100 thousand yuan) and issuance of tax control devices would be taken care of, and to fully promote application of invoices online among enterprises.

5. To improve the procedure for registration of social insurances and enhance the efficiency of the insurance registration service. To strengthen the implementation of the reform effect of “multi-certificate integration, one license with one code only”, cancel the system of periodic verification and replacement of social insurance registration certificates, and gradually adopt the unified social credit code for registration management. We will further improve the data sharing and application mechanism, well linking up the social insurance registration of enterprises and the registration of employees’ registration in insurance, promote the online processing of the registration of employees’ participation in insurance, reduce the processing time and provide more convenient and efficient registration services for enterprises.
