In the morning of June 5, Fei Weihua, Director of the Standing Committee of Jiangbei District People’s Congress, led a team to conduct a law enforcement inspection on the "Ningbo Rental Housing Safety Management Regulations" (hereinafter referred to as the "Regulations"). The delegation included Xia Weifei, Deputy Director of the Standing Committee of Jiangbei District People’s Congress, several committee members, district-level deputies, and heads of relevant departments such as the Jiangbei District Public Security Bureau, the Jiangbei District Housing and Urban-Rural Development Bureau, the Jiangbei District Emergency Management Bureau, and the Jiangbei District Fire Rescue Brigade. 

The inspection team visited rental properties in the suburban Yansaiyan Community of Yongjiang Subdistrict and the Jiangbei Baolong Apartment (Ningci East Road Branch) to assess the implementation of the "Regulations". Key focus areas included routine patrols, tenant registration management, fire equipment allocation, emergency exit setup, and safety management of centralized e-bike parking and charging areas.

At a subsequent meeting, the team listened to reports from four departments, including the Jiangbei District Public Security Bureau and the Jiangbei District Housing and Urban-Rural Development Bureau, on the current status, challenges, and enforcement of the "Regulations" in the district. Deputies present exchanged views on issues identified during the inspection and the overall enforcement of the "Regulations", offering suggestions to strengthen public security oversight and fire safety supervision in rental housing.

Fei Weihua emphasized the need to fully implement the "Regulations", using their enforcement as an opportunity to advance law-based, systematic, and source-oriented governance. He called for innovative measures to integrate rental housing safety management with urban renewal, driven by both infrastructure upgrades and management improvements, thereby elevating safety standards in urban villages and peri-urban areas to bolster the construction of a "Safe District of Jiangbei". He also urged resolving enforcement challenges by leveraging the role of grassroots Party organizations, linking rental safety management with community-level governance innovation to enhance effectiveness, ensuring oversight is both rigorous and people-centric. Deputies were encouraged to take proactive roles as supervisors of safety management, advocates of policies, and representatives of public interests, collectively advancing rental housing safety to new heights.
