  Several Opinions on Promoting the Development of Foreign Trade and Economic Development 

I. To support introducing the big and supporting the strong, to help with market exploration and to promote transformation and upgrading of foreign trade

1. To encourage introduction of large-scale foreign trade enterprises, enriching foreign trade entities. Newly introduced foreign trade enterprises (registered within two years) are able to enjoy a maximum reward of 120,000 yuan for every import and export volume of 50 million yuan if the cumulative import and export volume of the year exceeds 100 million yuan and is still growing. The rewards for one enterprise can be added up to 1.5 million yuan at the most.

2. To encourage original existing enterprises to develop bigger and stronger, stimulating growth potential. Original existing enterprises (doing business in Jiangbei for over 2 years), as long as their annual export volume adds up to or over 100 million yuan, are able to enjoy a reward of 90 thousand yuan for every export volume of 50 million yuan that exceeds its average export volume in the past 2 years (if there is no actual export in the year before last year, the export volume of last year shall be taken as the base volume). The rewards for one enterprise can be added up to 500,000 yuan at the most. Original existing enterprises (doing business in Jiangbei for over 2 years), as long as their annual import volume adds up to or over 100 million yuan, are able to enjoy a reward of 90 thousand yuan for every import volume of 50 million yuan that exceeds its average import volume in the past 2 years (if there is no actual import in the year before last year, the import volume of last year shall be taken as the base volume). The rewards for one enterprise can be added up to 2 million yuan at the most.

3. To carry out district-level projects for foreign trade competitiveness and effectiveness improvement and support the development of leading enterprises. Enterprises selected as district-level foreign trade competitive and effective ones and passed the annual assessment will be provided with key support for issues related with credit insurance, exhibition, customs and taxation (evaluation measures will be formulated separately).

4. To encourage key enterprises to innovate for development, and promote the transformation and upgrading of foreign trade. Enterprises that provide comprehensive services for foreign trade with municipal-level and provincial-level certification are to be granted with a one-time reward of 500,000 yuan at the most; for comprehensive foreign trade service enterprises with positive import and export growth in the year having applied for export credit insurance, a subsidy of up to 40% at the most of the actually paid premium shall be granted, and the maximum amount of the subsidy for each enterprise shall not exceed 1 million yuan.

5. To encourage service outsourcing enterprises to develop bigger and stronger, so as to increase the proportion of service trade. Municipally certified service outsourcing enterprises are able to enjoy a reward of 10,000 yuan respectively in case the value of their annual service outsourcing contracts (subject to the statistics of the management system of the Ministry of Commerce) exceeds 20 million yuan, another reward of 10,000 yuan will be granted for every 20 million yuan that exceeds the last year’s annual contract value; if the annual offshore service outsourcing contract value  (subject to the statistics of the management system of the Ministry of Commerce) is over 3.5 million yuan, the enterprise is to win a reward of 10,000 yuan and another 10,000 yuan per 3.5 million yuan increase than the total of the year before; The highest amount of the subsidy for one enterprise shall not exceed 100,000 yuan. To encourage financial, advertising, games, information and other cross-border service trade enterprises to carry out cross-border service business by relying on intelligent software by granting a one-time reward of 100,000 yuan to an enterprise with an annual service income up to 200,000 US Dollars.

6. To support carrying out “anti-dumping, countervailing measures, safeguard measures and special safeguard measures” and to strengthen trade risk response. As for the enterprises (including overseas wholly-owned subsidiaries and holding companies)’ response to “anti-dumping, countervailing measures, safeguard measures and special safeguard measures”, technical trade barrier and intellectual property rights overseas protection appeal, enterprises are able to get a subsidy, 40% of the actual litigation cost in the year at the most and shall not exceed 400,000 yuan for one single enterprise.

7. To encourage enterprises to explore overseas business and prevent the risk from international trade and investment. For enterprises having applied for the general import and export credit insurance, a subsidy would be 20% at the highest of the actual payment of premium, and the maximum subsidy for a single enterprise would be no more than 500,000 yuan; micro and small enterprises are able to enjoy a full subsidy for the total payment for the government-appointed import and export credit insurance; no more than 50% of the payment of premium or no more than 300,000 yuan would be granted as a subsidy for an enterprise’s overseas investment insurance.

8. To encourage enterprises to explore markets through online and offline channels to promote exploration of domestic and international markets. Enterprises attending those exhibitions in and out of China as are required by governmental institutions are able to enjoy a full subsidy for the cost to be paid for exhibition stands at such exhibitions; manufacturing enterprises and export oriented foreign trade enterprises with an annual export volume exceeding 15 million US Dollars are able to be subsidized with 20,000 yuan for each exhibition stands but for no more than 4 stands for each company in a year in case they attend the Canton Fair jointly; for enterprises that explore the international market through the online channel of a third-party platform, a subsidy of no more than 50% of the total cost and no more than 20,000 yuan at the most would be granted per enterprise per platform; each enterprise is to enjoy a subsidy of no more than 300,000 yuan in total.

9. To encourage enterprises to participate in the application of export famous brands and cultivate their own brands. For enterprises with independent brands and newly selected as export famous brands in Ningbo and the Zhejiang Province in the year, they will be given a one-time subsidy of no more than 20,000 yuan and 50,000 yuan for each brand.

II. To cultivate e-commerce entities, expand cross-border scale, and promote the development of new forms of foreign trade

10. To encourage all kinds of foreign trade enterprises to carry out cross-border e-commerce business. For enterprises that carry out import and export business under the Customs Supervision Code 9710 and 9810, if the import and export volume of the enterprise reaches 1 million yuan in the first year, a one-time reward of up to 50,000 yuan will be granted; an enterprise with an increase of cross-border e-commerce import and export volume in the current year is able to enjoy a reward of 10,000 yuan for every import and export volume of 3 million yuan that exceeds the average value of cross-border import and export in the previous two years (if there is no data in the year before last year, the data of last year would be referred to) , and the maximum reward for each enterprise would be no more than 300,000 yuan. Enterprises that carry out import and export business in cross-border e-commerce mode (under the platform of Ningbo Cross-border Comprehensive Experimental Zone) and with an increase of cross-border e-commerce import and export volume in the current year is able to enjoy a reward of 10,000 yuan for every import and export volume of 5 million yuan that exceeds the average value of cross-border import and export in the previous two years (if there is no data in the year before last year, the data of last year would be referred to) , and the maximum reward for each enterprise would be no more than 300,000 yuan.

11. To encourage all kinds of enterprises to carry out cross-border retail business. For enterprises that conduct cross-border retail business in cross-border e-commerce mode (under Customs Supervision Code 9610) and with or with more than 1 million logistics orders (under the platform of Ningbo Cross-border Comprehensive Experimental Zone) in the year will be granted with a logistics cost subsidy of up to 0.1 yuan/ order, and each enterprise will be granted with a maximum of no more than 300,000 yuan.

12. To encourage all kinds of cross-border e-commerce enterprises to build overseas warehouses and apply for overseas registration and international certification. To encourage cross-border e-commerce enterprises to build (purchase, merger and acquisition included) overseas warehouse projects. If overseas warehouses are used to support cross-border export business, a one-time subsidy of 100,000 yuan / thousand square meters will be given according to the storage area as long as the total area of overseas warehouses reaches 3,000 square meters or above; a one-time subsidy of 30,000 yuan / thousand square meters will be granted to those who lease (for one year or above) overseas warehouses with a total area of 3,000 square meters or above. Each enterprise will be granted with a maximum of no more than 1 million yuan. For enterprises that have registered their own trademarks (or passed international certification) in cross-border export destination countries and boast cross-border E-Commerce performance (according to the platform data of Ningbo Cross-border Comprehensive Experimental Zone), the maximum full subsidy will be given at one time according to the overseas trademark registration fee (or international certification fee) of the current year, and the maximum subsidy for each enterprise shall not exceed 100,000 yuan.

III. To guide overseas investment, develop overseas engineering business and improve the level of foreign cooperation

13. To actively encourage enterprises to invest abroad. For overseas projects approved to be established, if the newly added funds approved by the Chinese side for filing in the current year exceed 5 million US Dollars, 10 million US Dollars, 30 million US Dollars and 50 million US Dollars, maximum one-time rewards would be 5,000 yuan, 10,000 yuan, 30,000 yuan and 50,000 yuan respectively. Each enterprise will be granted with a maximum of no more than 200,000 yuan.

14. To vigorously support overseas project contracting. The maximum reward for the newly increased overseas project contracting turnover of the enterprise in the current year would be 5,000 yuan for every 1 million US Dollars. Each enterprise will be granted with a maximum of no more than 200,000 yuan. A one-time subsidy of up to 50,000 yuan at the most will be given to new enterprises that have obtained the qualification of foreign project contracting in the year.

IV. Supplementary Articles

15. Enterprises that have not registered and paid taxes in the Jiangbei District shall not enjoy this policy. Enterprises that enjoy this policy must continue to operate in the Jiangbei District for at least more than 10 years according to laws and regulations after enjoying the policy. In case failed, Jiangbei reserves the right to recover all subsidy funds.

16. Enterprises that have major problems related to workplace safety, food safety, environmental pollution, product quality, tax evasion and fraud, as well as violations of laws and regulations such as major group events, having a large number of vacant land and so on, or are subject to enterprise dishonesty punishment in the public credit information report of “Credit China”, do not enjoy this policy.

17. In principle, one enterprise can enjoy subsidies and rewards in the current year, and the cumulative amount shall not exceed the comprehensive contribution made by itself to the fiscal revenue of the district. For newly introduced enterprises that need to be cultivated, projects that are difficult to assess with industrial objectives in the short term and other specific types of enterprises, the cultivation period, agreed conditions and total amount control will be determined in combination with specific conditions.

18. Unless otherwise agreed, it shall be cashed within the total amount of the annual special fund budget in accordance with this document and the total amount shall be well controlled. If the superior department requires district-level support, the subsidy and reward in this policy shall be regarded as the support. At the same time, if there is duplication and intersection between this policy and other effective policy currently in the district, it shall be implemented according to the principle of “referring to the superior one and making sure of no duplication”. In case of any adjustment of superior policies during policy implementation, the superior policies shall be followed.

19. The import and export performance mentioned in this document shall be subject to the Customs statistical data; the import and export volume of cross-border e-commerce is subject to the Customs statistical data and included in the cross-border pilot scope; for subsidies for enterprises carrying out import and export business in cross-border e-commerce mode (under the platform of Ningbo Cross-border Comprehensive Experimental Zone) in Article 10 of this document, if the very assessment is cancelled by a superior department, the subsidies in this article shall be cancelled accordingly; unless otherwise specified, the currency unit used in this document is RMB.

20. The Jiangbei District Bureau of Commerce and the Jiangbei District Finance Bureau are responsible for the interpretation of this policy document. The document takes effect as of November 27, 2021. (Also applicable for the period from January 1, 2021 to November 26, 2021).
