The Ningbo E-commerce Economy Innovation Park is a new urban economic development zone with e-commerce economy as the core industry established by the CPC Ningbo Municipal Committee and the Ningbo Municipal People’s Government. It was successfully upgraded into the Zhejiang Qianyang Economic Development Zone, a provincial economic development zone, in May 2016. The preparation of the park started in May 2015, and the Organization Department of the CPC Ningbo Municipal Committee appointed persons to take charge of the Party Working Committee and Administrative Committee of the Ningbo E-commerce Economy Innovation Park (hereinafter referred to as the Park) as well as the working staff; in July, the Scheme for “Establishment of Organization, Formation and Functions” was released by the Municipal Commission for Establishment of Organizations, and the CPC Jiangbei District Committee and the Jiangbei District People’s Government equipped special forces in a timely manner to get work on all aspects started; in early August, the Opinions on the establishment of the E-commerce Economy Innovation Park was officially issued by the CPC Ningbo Municipal Committee and the Ningbo Municipal People’s Government to clarify development requirements, objectives and the policy system; on October 27, the Park was officially unveiled by major leaders of the Ningbo Municipal People’s Government, who also witnessed major projects signed onsite. In June 2015, the Park was entitled as a “National E-commerce Demonstration Base” and one of the “Zhejiang Top 10 E-commerce Industrial Bases”.

The Ningbo E-commerce Economy Innovation Park is planned to have a layout with the core area as the focus, and integrating the extended area and interaction area for coordinated development. The core area is located along the north bank of the Yaojiang River in the Jiangbei District with a planned land area of about 3.6 square kilometers, and the extended area is of about 7 square kilometers with the Ningbo E-commerce Logistics Center and Block 6 and Block 7 of the Yaojiang North Bank New District included. In the core area, there’re 14 buildings that have either been finished or under construction, covering a total land area of over 800 thousand square meters. Thanks to three comparative advantages of port economy, strong manufacturing industry and open economy in Ningbo, the Park focuses on developing a “1 + 4” industrial ecosphere with the development of e-commerce as the core and efforts being exerted to develop quasi finance, intelligent industry, cultural and creative industry and headquarters economy. In 2016, under the strong promotion and coordination at the district and municipal levels, the Park attracted 2,456 enterprises with a registered capital of 18.08 billion yuan, and realized e-commerce transactions adding up to 36.754 billion yuan, the fiscal revenue 410 million yuan, and fixed asset investment 1.346 billion yuan. The Qianyang E-business Town was shortlisted as one of the first Ningbo Municipal Characteristic Towns and has been included in the List of Zhejiang Provincial Characteristic Towns.

According to the development goal of “taking three steps” determined by the CPC Ningbo Municipal Committee and the Ningbo Municipal People’s Government, during the “Thirteenth Five-year Plan” period, the Park plans to invest 6 billion yuan in fixed assets, introduce more than 2,000 new enterprises, and strive to realize online transactions of more than 200 billion yuan and the fiscal revenue exceeding 1 billion yuan by 2020. It is aiming to realize its dream of being the “North Center in Ningbo with E-future and among the ‘Top 3’ (Ningbo Qianyang takes Shenzhen Qianhai and Shanghai Qiantan as the benchmark)”.
